You are not limited to a single category, and you are not required to activate all selected services immediately. Services are activated collaboratively and in a prioritized order based on your organization's readiness. Fee offsets are available for participating organizations that contribute data to the HIE, which is a requirement for offset eligibility. For the first year, Converge Health Iowa intends to offset fees for all services. Public health reporting fees are separately offset by the State of Iowa for the first year, with a planned 90% state offset continuing after that period. Yes, two separate participation agreements are likely required since they are two separate legal entities. However, if the data is coming through one electronic system, a single feed can serve both organizations — as long as there is a way to distinguish the two via a location code or facility code in the message. Yes, the participation agreement can be scoped to just ELR and syndromic surveillance and/or Query Portal Access. However, data contribution is required from all participating organizations in order to be eligible for the fee offset. Converge Health needs meaningful data participation from everyone to ensure we can support whole-person care across the state.
